TCIA Members and tree care companies in Ohio and Illinois need to be aware of stepped up inspection activity from OSHA commencing April 1 and continuing through September 30, the result of a "local emphasis program," or LEP, targeting tree businesses.
Compliance Safety and Health Officers (CSHOs) will, while traveling during the course of their workday, be watchful for tree care work activities where employees may be exposed to hazardous conditions. The CSHO will then notify his/her Area Office for authorization to begin an immediate inspection. If the CSHO is unable to contact their Area Office, they may initiate a "limited scope" inspection at their own discretion.
The NAICS code 561730, Landscape and Horticultural Services, and specifically tree care operations within this broader classification, have been targeted in this LEP because of their high fatality rate, as well as a recent statistical increase in fatalities.
Region V encompasses all the Lake States (IL, IN, MI, MN, OH and WI). According to OSHA's data, there were 20 tree care fatalities in Ohio and Illinois in fiscal years 2007 through 2011.
